The incident occurred about 8.40pm Thursday on the Pacific Highway at Sapphire Beach, north of Coffs Harbour.
The 22-year-old woman was driving north in her Nissan Pulsar when she noticed a car behind her with a flashing red light on the dashboard.
The woman stopped her car by the side of the road, and the other vehicle – a dark-coloured sedan – pulled in behind her. A man carrying a torch approached the Nissan and asked to see the woman’s driver’s licence.
As she was looking for her licence, the woman turned to look at the other vehicle and saw that it had no number plates on the front.
Fearing for her safety, the woman drove away. She later reported the matter to police.
Police are now appealing for anyone with information that may assist investigators to come forward.
In particular, they would like to speak with a man who may be able to assist with their inquiries. The man is described only as being aged in his 30s, clean shaven, and wearing a jacket.
Police are urging anyone with information in relation to this incident to call Crime Stoppers on 1800 333 000 or use the Crime Stoppers online reporting page
